The Finale playback is annoyingly slowing down about 2 bars before the end of my score. Making your tempo settings in the tempo track will usually override the other influencing factors. As Christopher has said, a number of factors can override the tempo setting in the playback window, including expressions, tempo settings with the tempo tool, and the settings in the Human Playback dialogue. If there are anomalies you can delete them and restore your tempo by selecting the appropriate tempo in this window. There you can determine, by viewing the horizontal line, if its placement reflects your desired tempo. If playback ia not obeying your tempo settings in the playback window you might want to check the window generated by the edit button in the tempo track (available in studio view). Occasionally I have to add extra Dynamics to override that. One quirk of HP is that it puts in Dims where I don't want them, but there's a setting in HP Prefs ( also the Playback Tool) to help with that. Plauback on 2012 is the best so far, and it's incredibley helpful in my own Arranging and Composing, as I always work directly on the Computer, not Piano first,( and I can't play it in time anyway!) and real-time feedback is great. I know not everyone likes either Garrtiatn or HP, but I'm very happy with them. Also, I always use Garritan, not Soft Synth. I always set Tempo with an Expression, and when there Tempo changes, it makes it easy. HP does a better job with playing expressions, articulations, tempo alterations, slurs etc. I always use Standard, even for Jazz Arrangements with Swing, and I set the Swing as an Expression. It's Human Playback, which you find in the playback control window. I believe that I dealt with both the issues you mentioned but I will certainly go back and make sure!
